Economic Benefits of I-530

The importance of linking to the I-69/NAFTA Highway cannot be over-estimated.

This superhighway, funded as a national priority, will stretch from the Mexican border at Laredo, Texas, to Canadian
border at Port Huron, Michigan, becoming the most important single piece of transportation infrastructure on the North
American Continent.  The proponents of I-530 are committed to linking their communities with Interstate 69 at Wilmar,
Arkansas, whether it be from Monroe in the South or Pine Bluff in the North.

The economic benefits of a North-South interstate will be of immeasurable importance to the communities of Southeastern
Arkansas and Northeastern Louisiana.  A North-South interstate highway will empower the regional economy to take
advantage of new capabilities in terms of speed, capacity and safety.  The new interstate will open industries, markets
and ports to the world as it connects the region to Interstate 69, a high priority, super highway linking Mexico to Canada.

Impacts of New Highway Links in Rural and Underdeveloped Areas

A substantial amount of research has been conducted in recent years to determine the extent to which new highway links
stimulate economic development in rural and underdeveloped areas.  A number of these studies were conducted in the
Appalachian Region of the U.S., where focused government investment has been looked upon as the passive development
of this chronically poor region.  Such focus studies become particularly relevant now, since the interstate system is largely
built out, and opportunities for new interstate links are relatively few, and largely restricted to underdeveloped areas.  In
general, the research indicates that new interstate links can have positive economic impacts in lagging economic areas,
but are not a sufficient condition for economic growth.  Areas such as Southeastern Arkansas and Northeastern Louisiana,
that have aggressive economic programs, and that have some degree of urbanization already, are most likely to experience
significant economic expansion from well-planned interstate links.
